Can you download individual pieces of content or does it download everything you own? I was planning to go balls deep with the full package but if it means having to download everything I wouldn't be able to race tonight.

It downloads all content when you install, so as soon as you purchase you can access that content in game.

I'm a bit concerned at how much slower I was than everyone else. E.g. when I was driving that 6 series I was markedly slower than everyone, but when other people tried it out they were not so far off the pace. I wonder if it had something to do with the clutch settings. I was finding that I was frequently missing/grinding gears and for some reason after shifting it would sound like I was riding the clutch slightly - as if the clutch weren't fully engaged.
I initially thought that perhaps I was just being a bit timid with the car and unfamiliar with the FFB feel, but the difference was really stark.
Also, I've raised a support ticket to see if they can add Bilster Berg to my pack for the sake of a couple hours difference.

Cursed if you downshift to early
It won’t let you change gears so in a cars it will beep on downshift that means your shifting to early
In the old cars it will grate and over time you will hurt the gearbox and get the slipping clutch noise
Not on saying that I’m not sure what server settings box had turned on last night. But if I guessed mechanical damage wouldn’t have been turned on
He did have tire wear and fuel though

Could you try auto clutch for a few races to see if there is a big difference?

Slow is correct, RaceRoom has the most advanced drive-train model of any sim & it replicates the actual era of the drive-train in each car.
So for old generation cars like the Touring Classics you can't shift quickly or you can miss-shift &/or induce clutch slip. The BMW M3 E30 is the most sensitive to this in that pack.
If Full Damage was enabled you would have seen this damage get worse via the mini-hud but as the server only had visual damage it didn't get any worse over time.
Auto-clutch will fix this & will shift with the appropriate delay for the type of drive-train to make sure there is no advantage for those that use seq/paddle shifters.
For me I have stuck with it to get used to it so I can use clutch & h-shifter, it takes me a few shifts to remember not to shift so quick.
I can't pass up not having it mimic the real-thing & getting that satisfying feeling when heel & toe downshifting.
As for last night, it was awesome with many funny moments mixed into the great door-to-door racing.
LMAO when Pix grabbed a GT3 car with us all in the Touring Classics & the start-line wreckfest reminding me of the old days in LFS.
And it sounded like those that made a purchase had no buyers remorse either...

Funnily enough I tend to have no problems with the heel-n-toe, it was always the up-shift when I did get a misshift. I'm not sure this explains my issues with being so much slower, but I'll chip away at the issue one thing at a time.
