USBs sending power when PC is off

USBs sending power when PC is off
Is there any easy way to stop my PC sending power to my peripherals even when the machine is turned off? I don't want to burn out my mouse and joystick, which are 'on' all the damn time.

There should be a bios option to turn it off

You won't burn out peripherals but it is a bit of a waste of power. All my pc and av shit are in power boards with switches so I can completely turn off what I'm not using. I went around with a power meter a while back and I was wasting some 100-150W from devices that were "off". I'm sure I had a post on here about it but I can't find it.
