I'm no Doctor but I think it's something to do with back pressure in the lungs. When they are completely empty it's not as easy to make them inflate again.

Norbs will probably know more as he's a diver.

Being winded is when you force the air out of the lungs while the diaphragm is still down. It can't go down any more so you can't reinflate the lungs easily. So you struggle getting little bits of air in, a bit more each time, until everything is back to normal.
