it seems like a custom map - I don't think you can swap tiles, but you can always start on custom maps.
It's also a known cheat of sorts; create a map with all the main roads & trains, and it'll all be state-funded, apparently.

Plus you can fill it to the brim with resources you want/need.

9 Total is fine and just unlock that way.. get a ton of money and then.. Rebuild everything.

In a standard game (not using mods) you can unlock tiles around the first tile you start on at preset population targets. I think in my current game I have 5 or 6 tiles unlocked with 30-35k citizens.

Ah sorry, I have misread your question; unlocking happens so early that I thought you are asking about rearranging unlocked tiles or something. My reading skills are sometimes shithouse.

I've used the first two maps so far. I think learning the game is probably best on the first one.

Just using one of the stock maps so far (fourth down from the top maybe), not sure what it's called off the top of my head though.

by the way on my last city, I've run pretty much completely w/o public transport until yesterday. I got up to 60K+, but the demand has dropped off for everything, and office & industrial zones did not want to level up.
I had an airport, and a cruise ship harbour (altho it's woefully badly placed).

I've added some subs, did not do much - maybe you need to create some insane sub network(?)

Then I've added buses. Man, things got really lively. As soon as I've added a local bus circuit to an office area, like a fireworks it went into a pling-pling-pling levelup frenzy. :)
Same for light industrial zones. And to some extent housing & commerce as well, but the biggest effect was definitely in the industrial sector.

Interesting.

Oh; and demand has shot up for all three after this.

Did you guys know night came to town? Things change at night, industries wind down, it's really cool :)
There's a bit more since I've last played, tunnels, piers...Feels like a really updated game.

There's a paid update, which interestingly is not necessary to enjoy most of the new features, altho it adds night-time controls. I still though these guys deserve my money, they do a great job on this one.
