I picked this up to see what the fuss was about and it's not bad but I've hit a bit of a dead end and I'm wondering if I'm missing something obvious.
I've wandered round Megaton, I've chatted to some people and some have given me missions like fixing leaks (for which I don't have enough skill) or defusing the bomb (for which I don't have enough skill). Then there are a couple of other people who have suggested missions outside the city such as the local supermarket (where I don't have anything like enough firepower or health to win), or the radio station (where I don't have anything like enough firepower or health to even get there thanks to various nasties in the wasteland), or another local outpost with other residents (where I don't have anything like enough firepower or health to even get there thanks to various nasties in the wasteland) or to collect a mine in a minefield (where i don't have anything to pick them up with and they blow up no matter how slowly I approach them.
So I'm a bit stuck. I don't have enough weaponry or ammo to make any progress and there isn't a lot of health around save for some chocolate bars etc. Every time i go to the armoury it's shut.

The mines are a trifle; you just run to them and pick the up while they tick away, (if it's the same as everywhere - give it a try).

sneak up to them, have the cursor over them, hit E twice really quickly. one to disarm one to pick up.
as for the not enough firepower, well as ysu says, toughen up. its part of it. its a wasteland...

I didn't even know you could disarm them. I've been up behind people and shot them clean in the back of the head with little affect!

I do but I'm seriously short of ammo and then 4 of em all turn up at once and I'm either toast or I have to use sheds loads of health just to stand a chance. I'm not really breaking even on the resources needed to get in there.

are you using the in game shooting system, whatever thats called, or are you shooting FPS style? I used way too much ammo going Doom style

No not yet cos it says it degrades your weapons more and they cost a fortune to repair. I don't have enough caps to even fully fix the laser gun I have.
I made a little more progress tonight. I sorted out the supermarket with a couple of frags and got in to the back room and found a ton of ammo. Then a little robot went tonto and didn't like me so I legged it. I'll have another crack at the mine mission again tomorrow.

Bit offtopic here. Im thinking of getting this, however on steam i see its not supported by windows 7. A quick google turns up ALOT of people are unable to play the game and a few fixes that seem to fix it for some, and not for others.
Any advice here?.

I'm playing it on win7 but I had some crashes until I found a couple of ini file fixes and haven't had one since.

So, in your case the ini fix solved it for you. Thats good.
Apparantly its due to the game being made before quad core cpus were around.

Yeah I can't remember which file or changes but it was a couple of 1/0 swaps in one ini file.
