It's 86 because Jones was number 15 that year. The markings on the road mean it's probably a road while not being used for racing, which is why I thought Detroit earlier. I'm going to have a stab here and say it's Spa, heading down towards Eau Rouge.

Looks like that awesome bonkers tracks built around an extinct volcano. It's in Argentina, San Luis.
