Not sure I should even post this but in the interest of being unbiased... (NFS clone anyone???)
Via a Tweet and a Video Trailer, developer Slightly Mad Studios who are now a subsidiary of Codemasters, and publisher Bandai Namco officially announced the third installment of the Project CARS franchise.
While building on the success of the previous games in the series, the announcement trailer seems to indicate that Project CARS 3 might stray from the given pad to better accommodate “pick up and play” gamers.
SMS states that the game will feature more than 200 elite-brand road and race cars which are all upgradable and customizable. You will be able to race your personalized cars both offline and online on about 140 circuits from all over the world. The tracks will feature day to night transitions and dynamic weather effects.
It is also hinted that Pcars 3 will feature a brand new career mode and a new Rivals mode in which you will encounter 10 upgradeable car classes. Furthermore, we can expect new tracks, improved multiplayer features, completely revised gamepad handling for console players, skill-based matchmaking, and better accessibility for new players.
Project CARS 3 is advertised to become available this summer for the PC (via Steam), Playstation 4, and Xbox One. At the current time, there is not yet mention of an Xbox Series X or PS5 release.

The announcement trailer already revealed that Project CARS 3 might not be the racing simulator most sim racers are expecting.
But that does not nesseseraly mean its a bad thing. It seems that the upcoming Project CARS 3 title is geared more towards a fun experience, and an extensive career mode.
The GameRiot YouTube channel posted an interesting video revealing some more details about the Career Mode, Multiplayer, and Customization while showing us some hands-on Gameplay footage.
The Cerealkillerz channel published a gameplay video showing us some in-game action in the Corvette C8.R at Interlagos.

These past few days, Slightly Mad Studios and Bandai Namco have teased their social media followers with some more info, and in-game screenshots of the upcoming Project CARS 3 title. Here is a quick compilation of the latest info.

Today, via their social media channels, Developer Slightly Mad Studios and publisher Bandai Namco have officially confirmed that Project CARS 3 will become available for the PC (via Steam), Playstation 4, and Xbox One on August 28th, 2020. At the time of writing, a possible Xbox Series X or PlayStation 5 release has not been mentioned.

Hopefully to reduce the future rumours
All games received for testing and certification by Sony for the PS4 after July 13 have to be forwards compatible, as per developer documentation obtained by Eurogamer. According to the documents, developers must state that their game has been tested for compatibility with PS5 hardware.

Slightly Mad Studios and Bandai-Namco published a new promotion trailer for their upcoming Project CARS 3 title. The new video shows us a selection of the cars and tracks content that will be available in the launch version. Besides the release of the new trailer, Slightly Mad Studios also updated the official Project CARS 3 website and published a preliminary car and track list.

With only ten days to go until Project CARS 3 hits the shelves, Slightly Mad Studios have revealed the full list of vehicles available in the game.

With only a week to go before release, Slightly Mad Studios posted a small teaser video showcasing the new livery editor for the upcoming Project CARS 3 racing game.

The video shows us how the PCars 3 player can use a basic, but userfriendly editor to choose a base color and paint finish for the selected car. Once a preferred base color is selected, it’s possible to apply a pre-defined pattern to the body of the car, and in its turn select three colors to paint the patterns.

Furthermore, the livery editor comes with a wide selection of real and fictional motorsport and community-related decals that can be applied at designated areas of the car body. To finish your personalized livery, the editor lets you select a race number (several different styles available) and a driver’s name.

Last but not least, the wheel rims can be customized by selecting a style, and (most probably) a custom color and finish.

Next week, on Friday, August 28, developer Slightly Mad Studios and publisher Bandai-Namco will release the new Project CARS 3 racing title.
The rather extensive content list is now officially complete. To give us a visual idea of the vast number of vehicles and tracks included, the MotoGamesTV YouTube channel has now created a convenient video, showcasing all the cars and locations that will be available in the release version of Project CARS 3.

While Project CARS 3 will inherit a lot of features from its predecessors, the newborn racing title will also stray from the given pad to better accommodate “pick up and play” gamers. I love Pcar 2 as either a single player or multi player.
But, its not sounding good, reviews are universally thumbs down, its reddit thread has gone into meltdown with mods putting fires out.
No real tyre wear / temp effects, no pit stops, inhouse coins / experience points to upgrade cars.
Seems a Forza / Need for Speed path is being travelled. Watered down is being said a lot
As one review said "any race game that touts "Best controller support" might give a miss if your from a SIM background"
Issues with bland sounds and reflections seem common.
SMS seem to feel a custom car decal /spray booth overcomes other shortcomings.

If it was a worthy successor I'd have preordered, but I guess I'll wait for a sale at this stage.

Since I got back into sim-racing this year I've mostly been playing PC2. It's the easiest multiplayer to set up, the weather effects are cool (although we have labelled random as raindom, since it seems to be pretty much every time) and most of the cars are good fun to drive.

Everything about this one just sounds like a cynical cash-in on the franchise.

Oh by the way all dirt / rally circuits gone - tarmac only

There’s a rather large elephant in the room when it comes to discussing Project CARS 3.
So big, that you just have to get it out of the way early. If you weren’t aware already – and a lot of comments and forum posts suggests many have cottoned on already
Project CARS 3 isn’t trying to be a simulator any more.

Personally I think I'll get back into AMS2 and give Assetto Corsa Competizione a look at for offline stuff.

I had a go at it tonight. PC3 does make for a nice handling controller game. Graphics are similar to PC2, but there are no AA settings, just super sampling. I was able to run easily with all settings on ultra at 100 fps, tanking hard to under 50 when it rained. The particle effects look horrible however.

I had fun with the career so far, with the events giving different goals each event to progress. However, any skill based ones are just random as to if the game will give them too you, and the AI is just too easy overall. The 'track mastery' is far far too forgiving to be interesting, and the car performance ratings aren't very accurate at this stage. Being a SMS game, bugs are everywhere as well.

The worst part is that you've seen most of the content before, with the few new circuits are noticeably lower quality than the older PC2 ones. And the music is terrible, a big sin for an arcadey game.

Slightly Mad Studios deployed the first update for the Steam PC and PlayStation 4 version of Project CARS 3. The Xbox update will follow soon.
Besides a healthy list of improvements and fixes, Update V1.4 also addresses the Logitech G29 wheel issue affecting PS4 players and ads Thrustmaster T-GT support.
