This is a bit hard to get your head around but I'll try to explain it.
This vehicle has no motor of any kind. That large propeller drives the rear wheels. It starts with the wind blowing from behind it. As it moves slowly away, it accelerates gently and the faster it goes the less apparent wind it has. That is, traveling at 10 kts in a 10 kt wind, the driver experiences no wind. At this point the wheels are driving the propeller. Eventually the propeller overcomes the lack of apparent wind and it goes through the transition. As the propeller keeps turning, the apparent wind goes ahead and starts to exert forward (braking) pressure on the propeller, driving the rear wheels harder until it is moving at about 2.5 times the speed of the wind.
As far as I can see, it has next to no practical application as yet. It's just an experiment, though it has been suggested as having an application in sailing where boats cannot sail directly into the wind.
