I don't know the deal with NZ, but plenty of countries have all sorts of ways to claim people as their citizens. If you're not paying attention, someone might have claimed you.

I remember an ex-colleague of mine who had Finnish parents. He wouldn't travel to Finland as a 20/30 something year old to see family, simply because Finland claims children of natural born citizens to also be citizens and all citizens must serve compulsory national service for a year or two.

It's a murky business. Maybe the rule should change to say that you can stand for election, but at the point you are elected and swear into the parliament, that swearing in includes an all-encompassing, irrevocable denunciation of all foreign citizenship and surrender of foreign passports.
