I'm getting an error message when I try to add a 71kb image...... "The file is too big, maximum allowed size is 256 KiB".
Is a KiB different than a kb? I've never had any trouble before.

Well, a KiB (KibiByte) is a binary kilobyte, as per the "old measure", multiplies by 1024, whereas the SI kilo is 1000x. But that's not enough difference to cause this.
Try to simply upload it to imgur and link it in. It takes but a couple of seconds, and there's no restrictions on size or content.
