As blown axles are now banned it looks like they might have developed a split wheel rim to feed air out through instead. Looks like a little gap just inside the rim edge.

Ah I can see what you mean but I think that it's strange shadows or just artifacts from a poor quality image as the youtube vid shows standard rims installed.
Maybe you missed your calling as being a F1 Engineer as the idea sounds like a perfect workaround for the new rules!!!

mm dunno looks a bit more slotty than that standard wheel. Can see it on the rear rim as well in the bottom shot.

EDIT: The williams looks to have some seriously sculptured side pods. From the right front on shot you can pretty much see the back of the car from just under the side pod air intake.
